Anyone who lives or works in Silicon Valley knows the high housing prices in the region. San Jose - the largest city in Santa Clara County with the largest population - has seen increasingly climbing housing prices and rents in the past five years. According to the California Association of Realtors, housing costs in just the past year have risen approximately 20%. Silicon Valley has experienced a rise in home prices of 46% from 1995 to 1999. Rents have also increased dramatically. Rents have jumped nearly 40% in the past three years, making it very difficult for households with a fixed income or households making less than 50% of the Median Household Income to afford to live in the region.

As noted from the above table, San Jose has more than half of the population of Santa Clara County. It is also evident that the increase in population outnumbers the increase in job opportunities, while the number of job opportunities outnumbers the number of housing units that will be available. In recent years, Silicon Valley communities have created five jobs for every new housing unit, according to the Silicon Valley Manufacturing Group. This group projects that between 2000-2005, there will be an estimated need of 146,366 homes which are employment driven. The San Jose/Milpitas region will generate 44-50% of total housing demand. Overall, San Jose is able to meet 71 percent of household-driven demand, and 62 percent of job-driven demand.
