Community Development Block Grant
The
The Community Development Block Grant (CDBG) is a program funded by the U.S. Department of Housing and Urban
Development (HUD) that provides non-profit agencies and other city departments with resources to implement
services that benefit low- and moderate-income persons, resolve slum and blight concerns, or addresses
community development needs. The City of San Jose’s Department of Housing is the administrator of the
federally-funded CDBG Program. The CDBG Applications are generally accepted during the month of December;
the allocation of CDBG funds is recommended by the Housing
& Community Development Advisory Commission and is determined by the City of San Jose City Council.

The City of San Jose’s Department of Housing is the administrator for three federal government grant programs – the Community Development Block Grant (CDBG), the Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). The City anticipates receiving approximately $10 Million in CDBG funding (an estimated $410,000 will be available for Public Service grants)[1], $440,000 in ESG funding, and $760,000 in HOPWA funding. Funds are available to nonprofit agencies who offer services that benefit low-and moderate-income persons. Eligible applicants must have a 501(c) (3) nonprofit status. Minimum grant amount for each project is $25,000. Please review the Notice of Funding Availibilty (2009-2010) for more information.
IMPORTANT ANNOUNCEMENT FOR APPLICANTS
To All CDBG Agencies,
This correspondence is to clarify the application process for the 2009-2010 Funding Cycle - Agencies who were approved for annual funding less than $100,000, qualified for the two-year contract term, and executed a contract amendment, DO NOT need to re-apply for FY 2009–10 funding cycle.
Only those agencies that were awarded over $100,000 and wish to re-apply for funding in FY 2009–10 must submit a complete application and attend the MANDATORY workshop on November 7, 2008 in the City Council Chambers.
