There are several different programs that provide rent subsidies directly to tenants, all financed by the U.S.
Department of Housing and Urban Development (HUD). The most commonly known is the Section 8 Program, which
is administered locally by the
Housing Authority of the County of Santa Clara:
- Tenant-Based Section 8 - Also called “portable vouchers or certificates”, this rent subsidy is awarded to an income-qualified household. That household can use the voucher/certificate in any rental property that meets Housing Quality Standards (HQS) as determined by the Housing Authority. Because the voucher/certificate is portable, the household can move to another HQS-qualifying property without losing its rent subsidy.
- Project-Based Section 8 - In this case, the Section 8 rent subsidy is tied to a particular property or apartment building. Tenants living in a building with project-based Section 8 enjoy the rent subsidy as long they live there. However, should those tenants move out, they lose the rent subsidy.
Additionally, HUD provides the equivalent of project-based Section 8 in housing developments that it finances directly under the Section 202 program (housing for seniors) and the Section 811 program (housing for persons with disabilities). HUD-financed developments in San Jose include:
